At a time when a growing number of Winter Park homes are being purchased and torn down, the city is exploring the possibility of asking the homeowners to take a cooling- off period in an effort to save more homes.
The idea was proposed by a citizens committee that helped draft a new ordinance on the preservation of historic properties. The ordinance is now being reviewed and reworked by the city’s Historic Preservation Board.
On Sept. 22, Dori Stone, the city’s planning and community development director, reviewed the ordinance with the city’s Planning & Zoning Board during a work session at City Hall. Stone said the Historic Preservation Board has decided to endorse the changes to the demolish process.
The board, she said, is concerned about losing valuable properties that are not on the historic register or in a historic district, Stone said. “What HPB was petitioned to consider was asking these folks to get an additional 60 days to their permitting process – a little bit of a cooling off period if you’re on the (historic) landmark list. Normally it would be a 30 day permitting process, so this would make it a 90-day process,” she said.
