The Staff Counsel position is responsible for the management and supervision of all legal matters affecting the CRA. The incumbent will be responsible for negotiating and drafting contracts, responding to correspondence and public inquiries on legal matters related to the CRA, and advising CRA staff regarding the duties, powers, functions, and obligations of the CRA.
ESSENTIAL JOB FUNCTIONS
- Legal Research and Analysis: Conduct thorough research of statutory and case law, preparing detailed legal memoranda to inform strategic decisions.
- Legal Expertise and Compliance: Maintain up-to-date knowledge of legal issues, precedents, and regulatory changes impacting the CRA.
- Contract Management: Lead the negotiation, drafting, and review of a variety of legal documents, including contracts, resolutions, and leases.
- Property Transactions: Facilitate all legal aspects related to the acquisition, disposition, and leasing of real property.
- Regulatory Interpretation: Interpret complex federal, state, and local laws concerning contracts, real property, public agencies, construction, and land use.
- Problem Resolution: Provide effective legal solutions for a wide range of CRA legal challenges.
- Policy Communication: Clearly, concisely, and accurately interpret CRA objectives, policies, and definitions to internal and external stakeholders.
- Legal Documentation and Reporting: Conduct in-depth legal research, draft legal memoranda, and present findings.
- Legal Practice Application: Apply principles of general civil law and government law, with specific expertise in real property, lending, and construction.
- This position requires regular and reliable attendance and the employee’s physical presence at the workplace.
- Performs other duties as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
- Juris Doctorate (J.D.) degree from an accredited law school.
- Prior experience working within a municipal government setting is required.
CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS
- Licensed to practice law in Florida and membership in good standing in the Florida Bar.
- A valid Florida Driver’s License.
