JOB SUMMARY
This is a professional planning position responsible for complex planning work in redevelopment. The incumbent assists and works under the general direction of the Planning Manager and also works closely with the Executive Director of the Community Redevelopment Agency. This position requires the Redevelopment Planner to attend evening meetings and act as staff liaison to downtown merchants, property owners and residents, and the Community Redevelopment Agency. The Redevelopment Planner position is also the liaison to the Historic Preservation board and required to attend mid-day meetings in which reports and projects will be presented.
ESSENTIAL JOB FUNCTIONS (ILLUSTRATIVE ONLY)
Prepares and/or manages complex studies and reports relating to redevelopment. Conducts related research as needed. Identifies potential funding sources, prepares grant applications, and administers awarded grant funding.
Acts as project manager for redevelopment projects which include capital improvement projects, grant funding projects and CRA improvement programs.
Reviews public/private development proposals and makes recommendations in accordance with City codes, ordinances and adopted plans, including the adopted Redevelopment Plan. Development proposals may include those outside of the CRA boundaries.

Develops CRA Annual Report and operating budget for presentation to the CRA, and Council.
Provides staff review/comments of rezoning, conditional use permits and site plans as necessary. Coordinates presentations of requests to Community Redevelopment Waiver Subcommittee and Downtown Design Review Committee.
Makes public presentations to various boards, commissions, and the general public.
Assists with general planning duties citywide, including the review and development of land development regulations and comprehensive plan policies; and serving as Planner of the Day.
Attends various board, commission, and public body meetings on redevelopment related issues. Acts as staff liaison to the Community Redevelopment Agency.
Assists in developing and managing marketing programs for the CRA District.
Conducts field work as necessary related to development projects, redevelopment projects and historic properties.
Performs other duties as required.
KNOWLEDGE, ABILITIES, AND SKILLS:
- Knowledge of techniques and strategies of City redevelopment efforts, particularly in business districts.
- Knowledge of municipal finances and economics as applied to planning, particularly in redevelopment effort and/or capital improvement programming.
- Ability to present ideas clearly and cohesively in written, oral, and graphic form. Ability to establish and maintain effective working relationships with peer staff, supervision, outside agencies and the general public.
- Ability to work as a team member on a variety of tasks.
- Ability to participate and contribute to complex planning studies and analyses and formulate substantive recommendations.
EDUCATION & EXPERIENCE
Bachelor’s degree in Urban & Regional Planning, Economics, Landscape Architecture, Public Administration or a directly related field with three (3) years’ experience required. Preference will be given to candidates with a Master’s Degree in a related field and one year of experience. Municipal experience in redevelopment is essential. Experience with word processing, spreadsheets, and financial analysis is preferred.
SPECIAL REQUIREMENTS
Must possess a valid Florida Operator’s driver’s license with acceptable driving record.
Subject to emergency call-out during off-duty hours and on weekends as required.
During occasions of local emergencies this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members. The Incident Commander and the employee’s department Head will make the determination as to who will be required to work.

Requires exerting up to 25 pounds of force occasionally, and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. May be required to visit construction sites and enter semi-constructed buildings on occasion for planning purposes.
