The Neighborhood Services Division strives to strengthen Orange County neighborhoods by encouraging the development of neighborhood organizations and by providing citizens with the resources to revitalize, strengthen, and preserve the physical quality of their neighborhoods.
Neighborhood Services is seeking a highly qualified professional to fill the position of Neighborhood Improvement District Program Manager. This position is responsible for the administration of all activities of the Pine Hills Neighborhood Improvement District (PHNID) including the successful implementation of all programs and securing funding for the district. The person in this position will interact with public and private boards, groups, agencies, consultants, property owners and developers. This position reports to the Manager of Neighborhood Services.
Representative Duties
Reports on PHNID activities before the Board of County Commissioners and other public entities.
Initiates, coordinates and monitors all PHNID projects, programs and services.
Develops the PHNID annual budget.
Keeps abreast of government programs and seeks funding from various revenue sources including state, federal and private grants.
Coordinates with Orange County lobbyist regarding legislation affecting the PHNID.
Coordinates and develops programs with the Orange County Sheriff’s Office to reduce crime in the PHNID.
Manages and administers consultant contracts including payment review and approval.
Coordinates meetings for the PHNID Advisory Council and prepares meeting agendas, minutes, handouts and reports.
Coordinates with the Orange County Attorney’s Office in preparation of agreements, resolutions, ordinances and other legal matters.
Oversees administrative staff and interns and provides work plans and conducts performance evaluations.
Meets with property owners, business tenants, realtors and developers to encourage new private development and rehabilitation of existing facilities.
Performs other related duties as assigned.
Minimum Qualifications
Bachelor’s degree from an accredited institution in Public Administration, Nonprofit Management, Business Administration or other closely related field, and five years of experience in project management and budgeting. Must have grant writing experience.
Preferences
Experience in non-profit organizational management and property development
Experience in urban planning and redevelopment.
Notes
Hours per week: 40
Hours/Days of work: Monday – Friday / 8:00am – 5:00pm
Night meetings and Saturdays are to be expected.
The selected applicant must submit to a background investigation to include but is not limited to a pre-employment physical/drug test, fingerprinting and a polygraph examination and favorable results must be obtained for employment.
