SALARY
$30.46 – $33.51 Hourly $2,436.92 – $2,680.62 Biweekly $63,360.00 – $69,696.00 Annually

The purpose of this classification is to manage and coordinate activities related to the implementation of the Immokalee Community Redevelopment Area plan and the Immokalee Beautification Municipal Service Taxing Unit (MSTU) work plan. Duties include: managing the design and construction of capital projects; managing the annual maintenance and specialty contractors to assure asset longevity; grant writing and grant compliance for additional funding; providing recommendations on capital project design, funding, and construction scope of work to staff and community advisory committees; coordinating capital projects with other County Departments and outside agencies, and providing other duties as assigned.
ESSENTIAL FUNCTIONS
Capital and Maintenance Projects: Oversees projects from concept through construction. Provides direction, guidance and assistance to contractors, work crews, and specialists. Coordinates daily work activities with contractors; and assigns, monitors and inspects work; assists with complex/problem situations, and provides technical and subject matter expertise. Contract Monitoring and Compliance: Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; interprets construction plans and specifications; researches code books as needed; initiates any actions necessary to correct deviations or violations. Prepares project schedules and monitors progress of project in meeting established schedule and budget. Budget/Fiscal: Prepares and administers project budgets; submits justifications for budget requests and amendments; monitors expenditures to ensure compliance with approved budget. Defines project controls, objectives, including performance, costs and schedule objectives. Coordinates process for bidding and contracting of services including preparing Requests For Proposal (RFPs) or obtaining quotes for service and or equipment. Coordinates with Procurement Services on preparing bid packages; pre-bid and pre-construction meetings; issues addendums to clarify questionable issues; participates in negotiations of scope of services and fees; makes recommendations to Boards regarding selection of vendors and awarding of contracts; compiles language for contracts and specifications packages. Public Engagement: Attends various meetings and hearings, serves on committees, and makes presentations as needed. Prepares executive summaries for presentation to Board of County Commissioners or other officials. Coordinates public education activities relating to division projects; coordinates neighborhood programs; speaks to property owners and community organizations regarding the CRA and MSTU; and develops press releases and public information materials for distribution. Communicates with internal and external customers as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Reporting and Analysis: Prepares or completes various forms, reports, correspondence, executive summaries, schedules, flow charts, progress/status reports, budget documents, purchase order requisitions, notices to proceed, work orders, change orders, punch lists, agendas, action plans, permit applications, permit reports, as necessary to complete the assigned tasks. Maintains files/records of project documentation, contracts, construction drawings, and other departmental/divisional records. Monitors inventory of division equipment and supplies; ensures availability of adequate materials to conduct projects and work activities; initiates orders for new/replacement materials. Operates a motor vehicle, personal computer, drafting tools, survey instruments, camera, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, graphics, computer-aided design (CAD), e mail, Internet, or other computer programs. Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new construction methods, materials, trends, and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
