POSITION DESCRIPTION: The Florida Transportation Commission is created in section 20.23(2), Florida Statutes to serve as a policy advisory body and provide oversight responsibilities for the Florida Department of Transportation and the transportation authorities created under Chapters 343, 348 and 349, Florida Statutes. The Executive Director serves at the pleasure of the Commission and shall assist the Commission in properly discharging all of its statutory responsibilities including, but not limited to, the following duties:
Serves as principal policy advisor to the Commission and drafts policy recommendations for Commission consideration.
Oversees the development of all statutory reports of the Commission, including but not limited to the annual Performance and Production Review of the Florida Department of Transportation (FDOT), the annual review of the FDOT Tentative Work Program, and the annual Transportation Authority Monitoring and Oversight Report.
Manages the day-to-day operations of the Commission including:
- Assists Commissioners with the proper discharge of their Commission responsibilities;
- Supervises and directs staff activities;
- Executes and manages contractual agreements for research, work or studies mandated by the Commission, the Legislature, the Governor or other agencies;
- Compiles analyses and summaries of agency proposals (financial, budgetary, legislative, programmatic, operational, policy related, etc.) for use by Commissioners;
- Monitors monthly Commission expenditures, maintains budgetary controls and prepares annual recommendation for the Commission’s operating budget;
- Establishes, in consultation with the Chairman of the Commission, the agenda for each Commission meeting and workshop;
- Develops presentations and position papers for the Commission on relevant issues; and,
- Responds to routine correspondence and inquiries received by the Commission.
Serves as the Commission’s staff liaison to the Governor’s Office, the Florida Legislature, and local, state and federal entities. Represents the Commission at regional, state and national meetings as appropriate.
KNOWLEDGE, SKILLS AND ABILITIES: Strong leadership and managerial skills. Ability to anticipate and analyze trends in transportation and economic policy. Knowledge of the transportation project development and financing process, with an emphasis on performance measurement. Knowledge of innovations and emerging technologies in transportation. Experience in the legislative process and governmental/public affairs process is desirable. Ability to build consensus among diverse interests. Excellent written and verbal communication skills.
