Job Title: CRA Engineer/Construction Project Manager
Organization: Redevelopment Management Associates
Salary: $60,000 – $75,000 DOE
Position Summary: (Major Job Duties)
Responsible for assisting with the CRA construction projects of both the NW and East Community Redevelopment areas, the former a 3,000 acre tax increment district and the latter a 158 acre district, organized by the City of Pompano Beach, Florida and presided over by the Pompano Beach Community Redevelopment Agency (“CRA”), whose members are identical to those of the City Commission. The Manager reports directly to the Executive Directors of the CRA. Offices of the CRA are located in the Pompano Beach City Hall. Redevelopment Management Associates is under contract by the Pompano Beach CRA to manage the CRA agency.
Assist with scheduling and oversight of several roadway streetscape projects; Oversee construction and compliance of all building façade improvements, interior renovations by private owners who have received a grant from the CRA, and any CRA initiated project; Coordinate the development and construction of CRA owned real estate projects; Oversee building projects in which the CRA plays the key role of project manager; Coordinates with design and engineering consulting firms; Reviews major and minor planned development amendments, rezoning requests, land use plan amendments and abandonment of easements; Works with private development community, business owners and residents on site planning, zoning, platting, variances, incentives and other regulatory issues associated with the improvement or development of parcels within the redevelopment districts. Responsible for managing projects; ensuring redevelopment activity is in compliance with the comprehensive plan, zoning, and regulatory issues. Interacts with community groups, residents and business owners in coordination and communication with City staff, elected officials, and other public entities. Responsible for preparing agenda items for presentation during Commission, CRA Board meetings, and other Boards and groups. Responsible for coordinating meetings, and overall coordination and communication of activities with the public. Coordinates and manages consultants related to design, development, planning, right of way plans, master plans, land use plans, and other planning activities. Assist with housing development projects, including ventures with the City’s housing department to develop affordable single family homes; Manage all CRA-owned properties including property maintenance; and, Manage consultants for specific projects. Performs related duties as assigned.
Qualifications (Education, work experience, special requirements)
The candidate should possess a professional degree in architecture, engineering, construction management or related field and have a minimum of five years experience in construction management and/or other related disciplines in building and horizontal construction. The candidate must be a good public speaker and an excellent writer; able to write requests for proposals (“RFP”). Certification by trade associations exemplifying additional education is a plus as well as competency in Auto CAD and other graphic software. Performs varied administrative responsibilities; usually under moderate direct supervision, allowing latitude for use of independent judgment. However, the position will require working with a team of professionals who take on their own assignments but also share assignments with one another. The supervisors will be the Co-Executive Directors. Composes a variety of correspondence, especially to the public including merchants and property owners. Establishes and maintains a variety of complex records and reports. Computes and compiles data. Sets up and maintains files. Schedules meetings. Refers callers to other employees, officials or departments as needed. Observes conditions in the community, speaks with community leaders, takes photographs, and posts notices. Works with the CRA marketing department to communicate with merchants and property owners about construction work.
Physical Requirements and Work Environment:
Performs varied administrative responsibilities; usually under little direct supervision, allowing latitude for use of independent judgment. However, the position will require working with a team of professionals who take on their own assignments but also shares assignments with one another. The supervisor will be the Department Head. Interprets departmental operations, policies, and procedures and disseminates relevant information. Composes a variety of correspondence, especially to property owners and prospective tenants. Establishes and maintains a variety of complex records and reports. Computes and compiles data. Sets up and maintains files. Schedules meetings.
