MANATEE COUNTY – A few years ago, a committee for the Manatee Chamber of Commerce conducted an exercise to see if Manatee County’s land development code is conducive to urban redevelopment.
Clifford Walters, an attorney who chaired the Infill Committee when it performed the case study, said its members determined that “all the complexities and problems” posed by a code that is more oriented to suburbia make urban redevelopment difficult to achieve.
I decided to find out if that is so — and, if it is, why.
With guidance from county planner John Osborne, I took that committee’s fictional test site to see what could be done with it.
