Position Summary(Major Job Duties):
The Director of Finance & Operations leads in all aspects of enterprise operations, including all strategy development and execution on the administrative side of the organization. This position oversees centralized (shared) services for two buildings and two synergistic organizations, and has direct accountability for site operations in the following functional areas: finance and accounting, tax preparation, human resources, information technology, purchasing and office management.
This position supervises the Finance Manager, bookkeeper / receptionist, office administration staff, clerical staff and volunteers, and indirectly monitors the work of all site operations staff within a fast paced, highly service driven environment.
Duties and Responsibilities(Which are not in any hierarchical order):
A. Finance & Accounting:
Directs the accounting function for the enterprise, including site accounting, and consolidated reporting. Oversees all grant accounting if / when applicable for the organization, including maintenance of the grants receivable schedule and preparation of all grant budgets. Personally responsible for Quick Books management but also must be able to implement all cash management and investment policies and analyze cash positions on an ongoing basis. Develop and implement appropriate accounting processes and policies; implement procedures and systems to ensure external and legal and tax code compliance; implement strong internal controls; and apply sound fiscal management. Lead on preparation of annual budget, including development of processes and tools for use by staff. Oversees the annual audit and preparation of all annual tax returns and registrations required for the organization, including consolidated and site specific requirements. Responsible for overall fiscal compliance within the organization. Serve as the primary source of data and reporting for all fiscal governance requirements.
B. Information Technology:
Responsible for strategic oversight of all management information systems, telecommunications systems, and related technologies to ensure that the business runs efficiently and that service levels remain high. Evaluate the plans for any and all software and hardware upgrades then plans accordingly for appropriate timing of execution. Prepare for technological improvements, including all infrastructure, software and hardware requirements anticipated 12 months hence. Work in close collaboration with technology partners in all planning and execution to ensure smooth transition and deployment. Prepare short-term, mid-term and long-term technology plans and budgets.
C. Human Resources:
Oversees the human resources function for the enterprise, including the both building sites and staff across all aspects of both the chamber and Foundation. Develop and implement human resource strategies to achieve current and future organizational goals and objectives while attracting, developing and retaining a talented staff. Oversee development and implementation of policies, procedures and practices in keeping with current industry best practices, remaining compliant with all applicable laws and regulations. Review and purchase all employee insurance benefits including health, dental, vision, life, disability, and long-term care, going out for bid on an annual basis to acquire the most robust plan at the best price without disrupting the flow of medical services for our staff. Implement policies to motivate performance and mitigate counterproductive behavior deploying the latest in employee management tools and methodologies. Develop short-term and mid-term workforce and staffing plans for the organization. Lead the organization’s efforts to achieve a dynamic and diversely skilled workforce capable of adapting to new technologies, willing to be trained, and remain dynamic in shifting global economic climates. .
D. Office Management/Purchasing:
Lead an annual, systematic review of all vendor relationships in keeping with organizational policies, reducing costs, and maximizing value to the organization, to staff, and to members. Monitor organization-wide purchasing to ensure compliance with established policies. Procure all Participate in evaluation and review of all contracts for goods and services, and review all purchases or leases, including but not limited to facilities, technology, and equipment.
