More than a year after construction first closed it to traffic, Cleveland Street was reopened Friday afternoon. The city spent $2.9 million to trim the road between Myrtle and Missouri avenues from four lanes to two, adding a median and landscaping. Officials said the work, a cheaper version of the city’s downtown streetscaping in 2006, could encourage more walking and new investment. But companies already open on the street said the long-term closure scared off customers.
