Reducing Your City’s Expenses Without Reducing Services

Recently, I was asked to speak at the Florida Government Finance Officers Association and Florida League of Cities Annual Conferences. My normal topic over the years has usually included the education of officials to the various revenue sources available to municipalities outside the traditional ad valorem property tax. This year, however, I decided that most elected officials probably did not have the appetite to increase revenues in today’s changing and dire economic times, so I focused my goal on the expense side of our municipal operations. I also wanted to highlight how “thinking outside of the box” can provide elected officials and staff with various alternatives to accomplish their municipal mission while achieving lower costs.
