The Orlando City Council approved the Unlocked Open-Door Program, a housing initiative designed to increase homeownership and new construction in District 5’s Parramore and downtown neighborhoods by turning more than 300 vacant lots into single-family homes.

A key component of the program is funding from the Community Redevelopment Agency (CRA). The city has allocated $750,000 from the CRA to launch the initiative, which will run through January 2029 or until funds are exhausted. The CRA investment is intended to stimulate redevelopment in historically underinvested areas and encourage private homebuilding.

The program offers incentives to both buyers and builders:

  • Homebuyers can receive $45,000 in down payment assistance, with an additional $10,000 available for first responders.

  • Builders who sell homes for $375,000 or less qualify for 100% rebates on building permit and impact fees.

Supporters say the CRA-backed initiative aims to make homeownership attainable for local families while revitalizing Parramore through private development and long-term residency requirements, helping residents build generational wealth and stabilize the community.
