The Finance & Compliance Officer supports City operations, with significant responsibilities tied to the Community Redevelopment Agency (CRA) and tax increment financing (TIF) initiatives.

JOB SUMMARY/OVERVIEW OF THE POSITION: The Finance & Compliance Officer performs professional work overseeing financial compliance, accounting operations, and contract administration for the City of Pensacola’s Economic Development Department, with a special emphasis on redevelopment initiatives managed by the CRA. This role maintains audit-ready records, manages internal controls, ensures compliance with applicable laws and grant requirements, and provides financial oversight for large and complex projects.

ESSENTIAL JOB FUNCTIONS:

  • Manage financial operations, including budgeting, forecasting, fund management, and reporting related to TIF and state/federal grants.
  • Ensure compliance with Florida statutes, City financial policies, and grant regulations.
  • Provide strategic financial analysis and recommendations to leadership and redevelopment boards.
  • Oversee internal controls, expenditure approvals, and government accounting processes.
  • Lead financial reporting and audit coordination for CRA and grant-funded programs.
  • Supervise and support professional and administrative staff.
  • Serve as a key liaison with internal departments, auditors, grantors, and other stakeholders.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field required (Master’s preferred).
  • Minimum of three (3) years of professional experience in financial operations, compliance monitoring, and contract/grant administration.
  • Preferred certifications include CPA, CMA, CGFM, or GFOA, and economic development credentials (e.g., CEcD).
  • Experience with public-sector financial management, especially involving TIF, is a plus.
