The City of Crescent City is seeking a dynamic and forward-thinking CRA Manager / Assistant City Manager to lead redevelopment initiatives and help shape the future of the community. This position plays a critical leadership role in coordinating economic redevelopment activities citywide, with a primary focus on the City’s Community Redevelopment Areas (CRA).

Under the direct supervision of the City Manager, this role blends economic development strategy, project management, and executive-level municipal leadership — including assuming full City Manager responsibilities during periods of absence.

JOB SUMMARY/OVERVIEW OF THE POSITION:

The CRA Manager/Assistant City Manager is responsible for planning, implementing, and managing redevelopment programs and projects designed to strengthen Crescent City’s economic vitality. This includes oversight of CRA operations, redevelopment planning, stakeholder engagement, funding development, and strategic partnerships.

The selected candidate will serve as a key liaison between the CRA Board, City Commission, local businesses, property owners, developers, and regional and state agencies to advance revitalization goals and ensure successful project execution.

ESSENTIAL JOB FUNCTIONS:

  • Coordinate and oversee all Community Redevelopment Agency activities and programs.
  • Prepare and present CRA agenda materials and reports to the CRA Board and City Commission.
  • Manage redevelopment and economic development projects from concept through implementation, including budgeting, funding coordination, bidding processes, and construction oversight.
  • Monitor project and program budgets and provide monthly financial reporting.
  • Identify, package, and market redevelopment opportunities to developers, lenders, and funding agencies.
  • Develop and maintain relationships with local businesses, property owners, the County Chamber of Commerce, and community stakeholders.
  • Assist in amending redevelopment plans and identifying future economic development programs, including potential participation in initiatives such as Florida Main Street.
  • Collect and analyze economic, demographic, and land use data to support redevelopment planning.
  • Represent the City in meetings, public hearings, and community events.
  • Assume full City Manager authority during absences, ensuring continuity of municipal operations and executive oversight.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Bachelor’s degree in Urban Planning, Public Administration, Business Administration, or a related field (Master’s preferred).
  • Four (4) or more years of experience in planning, economic development, redevelopment, public administration, or related fields.
  • Experience with Community Redevelopment Agencies and Tax Increment Financing (TIF) districts preferred.
  • Knowledge of Florida’s Community Redevelopment Act and state economic development practices.
  • Strong project management, budgeting, and public presentation skills.
  • Ability to build relationships and work effectively with elected officials, stakeholders, and community members.
  • Proficiency in Microsoft Office; familiarity with GIS software is a plus.

Relevant experience may substitute for education requirements.
