Executive Director – Boynton Beach CRA
Location: Boynton Beach, Florida
Redevelopment Management Associates (RMA) provides management services for the Boynton Beach Community Redevelopment Agency (CRA). RMA oversees CRA operations, redevelopment planning, financial management, and implementation of district revitalization strategy.
The Executive Director will manage a team of Community Redevelopment Agency employees and will report to both the RMA Principal Owner in Charge and the Boynton Beach CRA Board.
Salary will be based on experience and qualifications.
POSITION SUMMARY:
The Executive Director is responsible for the day-to-day management and operations of the Boynton Beach Community Redevelopment Agency (CRA). This includes fiscal oversight, capital project administration, redevelopment program management, property acquisition/disposition, economic development initiatives, and activities intended to improve the physical, economic, and social character of the CRA districts. The Director ensures compliance with the CRA Redevelopment Plan, Florida Statutes Chapter 163, Part III, and all applicable local, county, state, and federal regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Oversee daily CRA operations, program execution, and staff management.
- Prepare and manage the CRA operating and capital budgets.
- Coordinate infrastructure improvements, redevelopment projects, and capital investments.
- Lead property acquisition, disposition, and negotiations for CRA holdings.
- Conduct financial analyses, market studies, and pro forma evaluations.
- Draft and evaluate RFPs/RFQs for development and professional service contracts.
- Administer grants and funding programs supporting redevelopment priorities.
- Provide technical guidance to the CRA Board and advisory committees.
- Present regularly to the Boynton Beach City Commission, boards, agencies, and community groups.
- Serve as liaison to businesses, property owners, and stakeholders.
KNOWLEDGE, SKILLS & ABILITIES:
- Advanced knowledge of redevelopment law including F.S. 163, Part III.
- Expertise in urban planning, land use, zoning, infrastructure planning, and economic development.
- Strong understanding of municipal budgeting, capital programming, and financing tools.
- Experience with public-private partnerships, development negotiations, and incentive structuring.
- Ability to analyze complex financial, economic, and statistical data.
- Strong written, verbal, and public presentation skills.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in planning, public administration, business, real estate, or related field.
- At least five (5) years of experience in redevelopment, planning, economic development, or real estate development.
- Five (5) years managing complex projects.
- Strong writing and communication ability including formal reports and RFPs.
PREFERRED QUALIFICATIONS:
- Master’s degree in business administration, public administration, economics, or urban planning
- Experience with capital projects, public-private partnerships, and redevelopment financing.
- FRA Redevelopment Professional or Redevelopment Associate Certification.
WORK ENVIRONMENT:
Office and field environment; occasional evening or weekend meetings; regular in-state travel; valid driver’s license required.
Salary Raneg: $160,000 – $180,000 DOE
