PANAMA CITY — Panama City is paving the way for a series of non-ad valorem special assessments to be considered next year, including a measure aimed at incentivizing business growth within the city.
If approved, the assessments would be placed on the property owner’s tax bill as a separate charge from the property taxes levied by the county, city and School Board.
One assessment discussed at the staff level but yet to be weighed by the commission would apply specifically to businesses that collect and pay the city’s 1 percent fee on gross retail sales, which brought in $8.8 million in revenue this year.
