The City of Winter Haven operates under a Council-Manager form of Government. Five elected City Commissioners are responsible for City policy. The City Manager, who reports to the Commission, is responsible for day-to-day operations. The City has a 500+ workforce.
CRA & NEIGHBORHOOD PROGRAMS MANAGER
The City of Winter Haven is committed to principles of redevelopment that strengthen our neighborhoods and further enhance the vibrancy of our downtown. The City is seeking a candidate with strong interpersonal skills and significant experience facilitating development and redevelopment opportunities. The ideal candidate will demonstrate the ability to communicate and connect with key stakeholders including neighborhood leaders, developers, and community public and private partners. Under the guidance of the Growth Management Director, the CRA & Neighborhood Programs Manager will work in concert with City employees, leadership, and community stakeholders to promote, strengthen, and revitalize the City’s neighborhoods and two CRA districts, encouraging a community environment where citizens feel a sense of belonging; to cultivate a culture that encourages collaboration, and fairness; and to proactively seek to connect diverse ideas in different ways to achieve common goals.
Education Minimum education and training requirements are possession of a Bachelor’s degree in urban planning, urban studies, geography, public administration, political science, environmental studies, social science, economic development, or related field. A Master’s Degree is desirable.
The ideal candidate will have at least five (5) years of increasingly responsible experience in CRA management, urban planning, economic development, redevelopment, real estate or similarly related experience.

COMPENSATION The salary range is $58,110 to $94,099 and the starting salary is negotiable, depending on qualifications. Also offered is a comprehensive package of a full range of leave benefits, health and life insurance, and a 401A defined contribution plan with the City contributing 7.5% of salary and an employee contribution of 3% of salary.
