REQUEST FOR QUALIFICATIONS

CONTINUING SERVICES CONTRACTS FOR
PROFESSIONAL ENGINEERING SERVICES
The City of Florida City (the “CITY”), in conformance with the Consultants’ Competitive Negotiations Act (CCNA), Florida Statutes Section 287.055, et seq., and the policies and procedures of the CITY, is soliciting statements of qualifications from qualified professional engineering firms that are interested in providing general engineering services for studies, design, plans production, bid process management, construction management, and for other miscellaneous engineering, public works, community development, and planning projects.
The CITY intends to award continuing services contracts to no fewer than three (3) firms deemed to be the most highly qualified responders to perform the required services. In determining whether a responder is qualified, the CITY shall consider such factors as the qualifications of professional personnel; past performance; willingness to meet time and budget requirements; location; recent, current, and projected workloads of the firms; and the volume of work previously awarded to each firm by the CITY, with the object of effecting an equitable distribution of contracts among qualified firms, provided such distribution does not violate the principle of selection of the most highly qualified firms. Firms selected by the CITY will provide engineering services to the CITY on an as-needed basis, based upon task orders to be issued by the CITY under the continuing services contracts. The contracts shall be for a maximum of five years from the date of the execution, unless terminated by the CITY in writing.
Qualification packages must be received no later than 2:00 p.m. (local time) on April 21, 2017. Any qualification packages received after the above-noted time will not be accepted under any circumstances. Any uncertainty regarding the time a qualification package was received will be resolved against the respondent. Qualification packages submitted after this designated time will be returned unopened. No faxed or electronic submissions will be accepted. An original of the Response, five (5) bound copies, and one digital copy on CD or DVD, must be submitted in a sealed and clearly marked envelope or box with the RFQ Title. Telegraphic, faxed, or emailed copies will not be accepted.
Firms or companies interested in providing the engineering services shall submit one (1) original, five (5) bound copies, and one digital copy on CD or DVD, in a sealed and clearly marked envelope or box with the RFQ Title by the submission deadline to the attention of RFQ # CITY-17-002; Richard Stauts, Executive Director; Florida City Community Redevelopment Agency; 404 West Palm Drive; Florida City, Florida 33034.
The CITY will receive written questions by email and reply by email regarding this RFQ. The deadline for receipt of written inquiries is April 7, 2017. Email all questions to richard.stauts@floridacityfl.gov.
Pursuant to Section 287.133(2)(a), Florida Statutes, interested firms who have been placed on the convicted vendor list following a conviction for public entity crimes may not submit a proposal on a contract to provide services for a public entity, may not be awarded a consultant contract, and may not transact business with a public entity for services, the value of which exceeds $35,000, for a period of 36 months from the date of being placed on the convicted vendor list.

The City reserves the right to accept or reject any and all proposals in whole or in part and to waive all informalities.
